Neue Technische Vorschriften in der Vernehmlassung

Im Rahmen des Notifikationsverfahrens der EU/EFTA und der WTO/TBT informieren wir Sie über neu geplante technische Vorschriften. Wenn Sie der Auffassung sind, dass diese zu Schranken im grenzüberschreitenden Handel führen könnten, erhalten Sie hiermit Gelegenheit, dazu in englischer Sprache bis zu den angegebenen Fristen Stellung zu nehmen.

CAN/342 Canada Proposed Order Adding Toxic Substances to Schedule 1 to the Canadian Environmental Protection Act, 1999 (9 pages, available in English and French) Canadians depend on chemical substances that are used in hundreds of goods, from medicines to computers, fabrics, and fuels. Unfortunately, some chemical substances can negatively affect our health and the environment when released in a certain quantity or concentration in the environment. Scientific assessments of the impact of human and environmental exposure have determined that a number of these substances constitute or may constitute a danger to human health or to the environment as per the criteria set out under section 64 of the Canadian Environmental Protection Act, 1999 (CEPA 1999).
The objective of the proposed Order Adding a Toxic Substance to Schedule 1 to the Canadian Environmental Protection Act, 1999 (hereinafter referred to as the proposed Order), made under subsection 90(1) of CEPA 1999, is to add polychlorinated naphthalenes, which have the molecular formula C10H8-nCln, in which n is greater than 1, to the List of Toxic Substances in Schedule 1 of CEPA 1999.

Draft technical standards regarding legibility of information on the origin of food products The draft decree is comprised of eight articles and a technical annexe. Articles 1 to 6 stipulate technical requirements regarding the procedures, position, size of characters to use for putting the origin of food products on labels: Olive oil; Beef and veal; Poultry meat; Honey, Fresh milk; Tomato purée. Article 7 refers to the annex to identify the size of the lower case referred to in the previous articles and prescribes the use of printing methods which will guarantee a significant contrast between the characters and the background. Article 8 contains the reference to the communication of the provision to the Commission in accordance with Directive 98/34/EC and stipulates that it come into force after the information procedure has finished, with the publication in the Official Gazette of the Italian Republic of a ministerial decree giving the expiry date. The subsequent points of the same article stipulate that: from the decree coming into force, 300 days are conceded for liquidating the labels and adapting them to the new provisions, and that the legitimately labelled products put up for sale before the date of coming into force, as well as those labelled on a transitory basis, may be sold until the stocks have been completely liquidated.
The annexe provides information for defining the size of the characters.

Amendment to the "Construction Standards on Materials and Cramps of Steel Pipe Scaffoldings" In order to improve assembility and workers' safety in assembly operations, various kinds of materials and cramps for steel pipe scaffoldings have been developed in recent years. Since most of newly introduced materials and cramps do not comply with the active construction standards, they need to pass individual administrative reviews to be authorized to use.
Now, in order to correspond to the technological progress and to simplify the administrative procedures for the exclusion from the application of the construction standards, the "Construction Standards on Materials and Cramps of Steel Pipe Scaffoldings" is to be amended.
