Im Rahmen des Notifikationsverfahrens der EU/EFTA und der WTO/TBT informieren wir Sie über neu geplante technische Vorschriften. Wenn Sie der Auffassung sind, dass diese zu Schranken im grenzüberschreitenden Handel führen könnten, erhalten Sie hiermit Gelegenheit, dazu in englischer Sprache bis zu den angegebenen Fristen Stellung zu nehmen.

Proposal for a Directive of the European Parliament and of the Council on recreational craft and personal watercraft (COM(2011) 456) (80 pages, in English, French and Spanish) This proposal revises Directive 94/25/EC on recreational craft. The proposal introduces new stricter exhaust emission limits for the recreational marine engines.
The proposal contains an alignment to the Decision 768/2008/EC introduced as the New Legal Framework (NLF). The most important changes are the introduction of the obligations of economic operators and the setting up of the rules for notified bodies and market surveillance authorities. The proposal clarifies the scope and definitions of the Directive, the status of private importer and the scope of the post construction assessment (PCA). Finally, it clarifies the essential safety requirements for recreational craft with regard to buoyancy and flotation, escape means and discharge prevention.

Draft Commission Regulation amending Annex XVII to Regulation (EC) No 1907/2006 of the European Parliament and of the Council on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) The draft Regulation proposes the prohibition of the use of DMF in articles or parts thereof, in concentrations greater than 0.1 mg/kg as well as the placing on the market of articles or parts thereof containing DMF in concentrations greater than 0.1 mg/kg. It makes permanent an existing temporary prohibition adopted under Directive 2001/95/EC on general product safety. 2011-11-15

Proposal for a Regulation of the European Parliament and of the Council on the definition, description, presentation, labelling and the protection of geographical indications of aromatised wine products (COM(2011) 530 ) (33 pages, in English) This proposal concerns rules on production and labelling of aromatised wines, aromatised wine-based drinks and aromatised wine-product cocktails. The proposed rules are similar to those currently set out in Council Regulation (EEC) N° 1601/91. 2011-12-20

Decree on conditions for the placing on the market and implementation of membrane filtration modules used in the treatment of water intended for human consumption based on Article R. 1321-50-I of the French Public Health Code This draft text includes the various requirements for the safety of membrane filtration modules used in the treatment of water intended for human consumption and the minimum performance requirements in terms of treatment efficiency. It defines the conditions for obtaining a sanitary conformity attestation certifying that the product does not have any harmful effects on either the water quality or the health of consumers.
Articles 18 and 19 of the draft text contain a provision on the mutual recognition of authorisations issued by another Member State of the European Union or a State party to the Agreement on the European Economic Area.

Guideline on the requirements for steel collecting trays with a volume of up to 1,000 litres (StawaR) - Draft September 2011 In addition to the object and area of application, the guideline regulates the technical requirements as well as the manufacture and labelling of liquid-tight steel collecting trays with a volume of up to 1,000 litres. Natural Health Products Bill, (30 pages, in English) Bill to regulate natural health products. Key elements are:
- natural health products are to be low risk products differentiated from medicines and food by the ingredients they contain, the intended purpose and the way they are presented to consumers, including the therapeutic claims that are made about them;
- the regulator will be based in the Ministry of Health;
- natural health products will be notified on an online register;
- recognition of assessments by trusted overseas regulators of ingredients, claims and evidence, and manufacturing processes;
- a list of prohibited ingredients and a non-exclusive list of ingredients suitable for use in natural health products;
- notification of new ingredients to the regulator prior to marketing;
- labelling requirements;
- export certification;
- a tailor-made code of manufacturing practice;
- an appeals mechanism.

Safety Standard for Play Yards (9 pages, in English) Section 104(b) of the Consumer Product Safety Improvement Act of 2008 ("CPSIA") requires the United States Consumer Product Safety Commission ("Commission", "CPSC", or "we") to promulgate consumer product safety standards for durable infant or toddler products. These standards are to be "substantially the same as" applicable voluntary standards or more stringent than the voluntary standard if the Commission concludes that more stringent requirements would further reduce the risk of injury associated with the product. The Commission is proposing a safety standard for play yards in response to the direction under Section 104(b) of the CPSIA. 2011-12-05
