Neue Technische Vorschriften in der Vernehmlassung

Im Rahmen des Notifikationsverfahrens der EU/EFTA und der WTO/TBT informieren wir Sie über neu geplante technische Vorschriften. Wenn Sie der Auffassung sind, dass diese zu Schranken im grenzüberschreitenden Handel führen könnten, erhalten Sie hiermit Gelegenheit, dazu in englischer Sprache bis zu den angegebenen Fristen Stellung zu nehmen.

Environment, vibration protection, predictions for vibration and secondary airborne noise		 These guidelines describe the required prediction procedure for new constructions, and renovations, of railway lines as well as any predictions for existing lines. These guidelines relate exclusively to rail installations and are to be used to predic vibrations and secondary airborne noise due to rail traffic.
Predictions of vibrations and secondary airborne noise due to building or maintenance works are not the subject of this RVE.		 2012-02-20

Austria		 Guidelines and regulations for the railways [RVE] - RVE 04.02.03
Environment, vibration protection, measures for reduction of vibration and secondary airborne noise		 These guidelines describe measures to reduce vibration and secondary airborne noise caused by railway traffic. Measurements (RVE 04.02.01) and predictions (RVE 04.02.02) should be used to determine the emission and immission impacts. The measures include construction changes to the track (emission area), open space (transmission area) and the buildings to be protected (immission area). Measures relating to rolling stock and operational measures (timetabling) are not the subject of this RVE. 2012-02-20

Austria		 Railway Directives and Standards – RVE 04.02.01
Environment, protection against vibrations, measurement of vibrations and secondary noise		 This railway directive and standard applies to the performance and evaluation of measurements of vibrations and secondary airborne noise caused by rail transport.
Vibration immissions in the affected building or area can also give rise to secondary effects such as the swaying of plants, the tinkling of glasses, the rattling of windows and doors, etc. These phenomena are practically unquantifiable and often influenced by the chance nature of their setting, and thus cannot be included in the evaluation.
Vibrations and secondary airborne noise resulting from building projects or maintenance works are outside the scope of this directive.		 2012-02-22

France		 Draft Decree on the safety, authorization and declaration of public utility of carrier pipelines for gas, hydrocarbons or chemicals National safety regulations applicable to the design, construction, operation, monitoring and decommissioning of carrier pipelines for gas, hydrocarbons or chemicals. 2011-12-31

France		 Decree 20xx-... of ... 200xx establishing a list of specific authorised uses for laser emitters in classes above class 2 and amending Decree 2007-665 of 2 May 2007 on the safety of laser emitters. The draft decree addressed by this notification is proposed in application of Article 68 of Law 2011-467 of 14 March 2011 on guidelines and planning for domestic security performance (LOPPSI). This article prohibits the purchase, possession, use, manufacture, import, supply, distribution and sale of laser devices in a class above class 2 that are not intended for a specific authorised use. Article 68 also sets out the sanctions related to non-compliance with this provision. 2012-02-24

Germany		 Technical terms of delivery and technical test requirements for civil engineering works (TL/TP-ING) Part 3, Section 2
- Technical terms of delivery for anti-graffiti systems (TL-AGS-Beton) and
- Technical test requirements for anti-graffiti systems (TL-AGS-Beton)		 The Technical Terms of Delivery TL AGS-Beton set out the nature and scope of the tests required for the basic inspection and the assessment of conformity and the requirements for the delivery of materials and material systems for concrete surfaces. An anti-graffiti system (AGS), consisting of graffiti prophylaxis and cleaning technology.

The Technical Test Requirements TP AGS-Beton contain all of the information necessary for conducting the tests on anti-grafiti systems (AGS) required in accordance with the Technical Terms of Delivery (TL).		 2012-01-19

Indonesia		 Regulation of The Head of NADFC RI No. HK.03.1.23.04.11.03724 year 2011 concerning Imported Bulk and Products of Cosmetics, (6 pages in Bahasa Indonesia). This regulation states that cosmetic products which will be imported and distributed in Indonesia must be notified to NADFC RI.
Imported cosmetic products must comply with the legislation related to importation and for every shipment must obtain Importation Letter as approval given by The Head of NADFC.
Imported cosmetic products to be distributed and marketed in Indonesia are cosmetics which have been notified to NADFC by Cosmetic Products Importers who have an API (Importer Identification Number) in accordance with the provisions of statutory laws and regulations.
Imported cosmetic products used for research and sample for exhibition in a limited quantity and are not intended for sale are exempted from this regulation.
Application for the Letter of Importation could be submitted electronically via the website of NADFC RI (http://e-bpom.go.id) within the framework of Indonesia National Single Window.
The previous regulations, i.e. Regulation of Head of the NADFC No. HK.00.05.42.2995 year 2008 and No. HK 00.05.1.42.4974 Year 2008 is not valid anymore and need to be replaced.
Each cosmetic industry, cosmetic importer, individual business/firm which has production contracts with licensed cosmetic industry, who imports cosmetics into Indonesia Territory without the approval may be subject to administrative sanctions.		 2012-01-07

Kuwait		 Emmental cheese (10 pages in Arabic, 7 pages in English). This Kuwaiti draft technical regulation is concerned with Emmental intended for direct consumption or for further processing in conformity with the description in this Standard, definitions, requirements, sampling, methods of the test, packaging, translation, storage and labelling. 2012-01-07

Sweden		 Regulation on tattooing dyes The regulation prohibits the commercial import into Sweden and the marketing and injection of tattooing dyes which are not sterile or have properties that mean that normal or reasonably foreseeable use can harm human health or the environment. A further requirement that the product register is notified and an information requirement relating to precautionary measures that are to be taken when the product is used, are introduced. A requirement is also introduced that requires those who commercially produce, import into Sweden or market tattooing dyes, to immediately notify the Medical Products Agency if there is any new information on whether the tattooing dyes in question can have carcinogenic or mutagenic proprieties or properties that are toxic for reproduction. 2012-02-23
